Tamil speaking societies in Sri Lanka are endowed with rich intellectual resources. In every sphere of history, most of them have been ignored and hence they go out of existence. What we failed to gain from our preceding generation is far too much in comparison with what we actually inherited from them. This has become a common accident that keeps on occurring throughout the elation of every generation. It is definitely not a point of debate that every element of our culture needs to be analyzed and documented securely. However the number of people who stepped forward to put them in real practice is too less. It is certain that like yesterday is today’s history, today is tomorrow’s history. Thereby it is crucial to document the past and the present of our society as well. History has taught us a good lesson of acquiring what we lost and preserving what we have. Research and documentation in our society is progressing at snail-speeds. There lies a responsibility for us to encourage the research and documentation activities deriving optimum benefits out of the recent technological developments. We are currently at the need of paying a great attention to our identities and cultural elements. The Noolaham Foundation which plays an active role of sharing knowledge among the current and future generation of our society by documenting and preserving the intellectual wealth of the Tamil speaking societies of Sri Lanka on its 8th anniversary has planned to publish a journal on the name ‘Noolaham’ continuously from 2013. The ‘Noolaham’ journal which is on its maiden step of the encouragement and acceleration of the researches concerning the past and present of our society has its prime objective of acquisition of research papers and the publication of them after a careful examination of their quality. It is worthy to note that the ‘Noolaham’ journal is published to wipe out the emptiness of the availability high quality journals in the relevant field. The chief editor of the ‘Noolaham’ journal of 2013 will be the head of the Tamil department of the University of Peradeniya, Prof.V.Maheswaran and the sub editor will be the Senior Lecturer of the linguistics sector of the South-Eastern University K.Raguparan. The manging editor of the journal will be V.Vimalathiththan, production editor S.Mayuran and the journal advisors be K.Shaseevan, T.Kopinaath and A .Sambanthan. This journal has been decided to be published twice a year on April and October of each year. The Noolaham Foundation pays severe attention on the maintanence of high standards on the continuous publication, content and the external appearance of the journal which has been initiated with an excellent management structure and with diverse varieties of resources. The fields of interest on the ‘Noolaham’ journal are Technologies related to Documentation, Information Science, Sharing of Knowledge, subjects related to Library Science and the following topics about the Tamil speaking societies of Sri Lanka which needs to be researched: “Religions and Cultural memories, Architecture and Design, Science and Technology, Law and Society, Residence and Lifestyle, Arts and Activities, Indigenous Medicine, Social Structures, Relationship Records and Statuses, Archaeology and History, Linguistics and Literature, Ethnic Relationships, Villages and Social sectors, Organizations and Educational Institutions, Landscape, Environment and Life Diversity”. The first release of this journal will be held on 28th of April 2013 at the 8th anniversary of the Noolaham Foundation. Research papers on the above listed topics are requested for publication on the first release of the journal.
