This project will survey existing archival records, commemorative publications, and historical photographs created by Sri Lanka’s Upcountry Tamils since 1948. The Upcountry (HillCountry) Tamils, are the descendants of nineteenth-century Indian laborers brought to work on the country’s British-owned tea, coffee, and rubber plantations who continue to face political disenfranchisement and state-sponsored discrimination in Sri Lanka.

The staff of Noolaham would like to develop their professional skills for the betterment of the activities carried out by Noolaham. They will study and follow additional courses and undergo training to advance their careers. In order to pursue relevant programs and training, they need financial support, especially to pay the course/training fee. The wages they earn from Noolaham are insufficient to meet this need. They also find it difficult to obtain financial support from their families or external sources on their own. Therefore, it is important that Noolaham provide financial support towards their education and training which in turn will improve the quality of their contribution to Noolaham. The employees will also find emotional satisfaction when their requests to improve their career is respected and positively responded to by Noolaham Foundation. This will also increase their commitment to Noolaham. On the other hand, Noolaham should upgrade its mechanisms and procedures in the areas of digitizing, archiving and library management and accounting in keeping with the advances made in these or related fields. Its employees need to possess advanced knowledge and skills in these areas in order to enhance Noolaham’s output. Therefore, investing in a project that aims to build up the strength of Noolaham’s human resources is a top priority of Noolaham Foundation. Noolaham and its staff will improve the quality and efficiency of the work they do and their professionalism as a whole through providing infrastructure and equipment along with leadership training.

In this context, it is important that the documentation activities of the noolaham Foundation takes place in all parts of Sri Lanka. This exclusive multimedia documentation room will help with many of the noolaham Foundation's projects. For example, it will be easier to perform various activities such as audio recordings, oral histories, interviews.
