The Noolaham::England formation meeting was held at London Sivan Kovil Hall, Lewisham from 8 pm on the Friday, the 17th of June 2011. Srisabesan Nagalingam was organized the meeting.

More than 25 Noolaham Contributors and well wishers are invited for discuss about formation of Noolaham::England. Srisabesan Nagalingam, Sivakumar Balasubramaniam, Manitharsha Sivakumar, Atchuthan Sivakumar, Sathiyajith Suntharamorthy, Manivannan Krish, N. Satchithananthan, Gengatharan Nagalingam, Charles Antonidas, Rathina Iyer Pathbanaba Iyer, P. Rajanayagam, Chinniah rajeshkumar (Ragavan), J. Bharaneetharan, Joy Poornachandran and Shaseevan Ganeshananthan are parcipated the meeting.

Srisabesan Nagalingam chaired the meeting. First of all introduced themselves. Then Rathina Iyer Pathmanaba Iyer spoke about Project Noolaham and Noolaham Foundations long History. Pathmanaba Iyer mentioned noolaham's problems and needs very detail. He spoke about history of fund rising also.

Then Noolaham Foundation Executive Director Shaseevan Ganeshananthan spoke about Noolaham's final picture. He spoke about relationship of Power and Knowledge, Creating knowledge of Srilankan tamil speaking communities, Gathering of various Information, Build a virtual network via information and how to prepare for Knowledge base society. He spoke about Noolaham Foundations structure, Noolaham Foundation's Transparency, Noolaham Regional Task Force, Noolaham Global task Force and other Noolaham's parts.

Then Sarinihar Sivakumar shared his experience with Noolaham. He spoke about needs of Digital library for a Journalist. Then Charles antoni das and Joy Poornachandran are asked some questions about Noolaham activities to Shaseevan.

Then Discussed about register Noolaham in Engaland and start activities from England. Seven members are selected for starting committee .
