About Noolaham Foundation
Noolaham Foundation (NF) is a legally registered (GA 2390), non-profit, non-partisan, secular entity, founded to provide enhanced access to information sources and foster knowledge-based development in Sri Lanka. Noolaham Digital Library (noolaham.org) and Noolaham Multimedia Archive (aavanaham.org) maintained by the Noolaham Foundation serve as Learning Centres incorporating local knowledge. The digital library and archive function as a repository for various community institutions and fulfill the information needs of students, researchers, historians, activists and the public.
Project Summary
Sri Lanka has a high degree of educational inequality. Educational resources such as books, access to computers/Internet, facilities, qualified teachers, alumni networks etc are unequally distributed. The political, social and economical reasons for such inequality includes systematic ethnic discrimination, caste/religion/gender based discrimination, lack of access due to high fees and due to lack of social connections.
Providing free and open access to virtual educational resources is a key educational equalizer. Educational resources such as textbooks, curriculum, past exam papers, supplementary materials are useful for students and teachers. These materials need to be identified, digitized, cataloged, made easily available online and promoted. Though the long term vision needs a major rethink about pedagogy and major programs to close the inequality, providing enhanced Digital access to materials is achievable in the short term.

Job Summary
Noolaham Foundation aims to strengthen scholarly research in the Sri Lankan Tamil-speaking communities and seeks to build a conscious archival practice that is informed by research. As part of our vision, we are recruiting a Project officer who will be instrumental in building this archive. The project officer works in close collaboration with the Quality Assurance Officer(s) and the digital library team.
A Project officer should be able to maintain continuous contact with academic institutions and build a network with academic institutions and academic staff. Be able to search for open educational resources and digitize and develop descriptive metadata for digital resources.
Key Responsibilities
- Communicate with the source contributors.
- Obtain permissions (for collected documents) for digitization and sharing under open access protocols; complete the digitization of materials for preservation.
- Work day reporting to the manager.
- Ensure the documents are uploaded on the website on time.
- Prepare, write, and present project or program reports
- Built a network between the Noolaham Foundation and academic institutions and academic staff.
- Conducting awareness programs among schools about the Noolaham Foundation and its related educational uses for students.
Essential Qualifications:
- MA in the fields of social sciences or education in relevant careers.
- 3-5 years of experience in independent, academic, or other institutional-based research
- Demonstrated leadership in professional outreach and network building.
- Proficiency with google workspace, microsoft office, and media technologies.
- Professional-level fluency in both written and spoken English and Tamil.
- Candidates must have knowledge of Northern and Eastern regions.
- Knowledge in metadata management.
- Multimedia skills
