ABOUT NOOLAHAM FOUNDATION 

Noolaham Foundation (NF) is a legally registered (GA 2390), non-profit, non-partisan, secular entity, founded to provide enhanced access to information sources and foster knowledge-based development in Sri Lanka. Noolaham Digital Library (noolaham.org) and Noolaham Multimedia Archive (aavanaham.org) maintained by the Noolaham Foundation serve as Learning Centres incorporating local knowledge. The digital library and archive function as a repository for various community institutions and fulfill the information needs of students, researchers, historians, activists and the public.

JOB SUMMARY

Noolaham Foundation (NF) is a Non-Governmental Organization based in Sri Lanka of which the major objective is archiving the documents produced by the Tamil speaking community of Sri Lanka. Noolaham Foundation (NF) is a non-profit organization and mainly depends on donations and receives most of the funding as in-kind donations.  NF implements multi-phased programs and projects by leading cross-functional project teams and volunteer forces.

The Resource Mobilization Officer  will  be responsible for raising the necessary funds  for the Noolaham’s operations activities, promoting the organization  regionally and internationally, raising awareness about the organization’s work at various forums and raising new and additional funds  needed for the sustainability and growth of the organization. The Resource Mobilization Officer will collaborate closely with the chapter operations and maintain a positive relationship  with the donors .

KEY RESPONSIBILITIES

  • Develop and implement Resource Mobilization Strategy.  
  • Produce Resource Mobilization Plans and Reports.  
  •  Prepare and present resource mobilization proposals 
  • Organize Resource Mobilization events
  • Developing, managing and updating Fundraising Ambassadors databases to record their contacts and preference information; Maintaining a network of corporate contacts and effectively managing and maximizing these relationships. 
  • Maintain Resource mobilization in the Quick Book
  • Communicate with Mentors, Fundraiser & Donors
  • Maintain  Chapter finance accounts
  • Conduct monthly Process Meetings

  • Leadership: Good team and organizational skills working with senior management / line management; extensive experience in finance and administration procedure and practices, flexible and creative approach.
  • Analytical: Ability to analyze complexity in work performance and contribute suggestions and ideas to ensure efficient and effective running of office units and implementation of all project activities.  
  • Problem solving: Ability to quickly identify gaps/ matters/ issues in chapter operations and resolve problems through proper channel and coordination with management.
  • Technical expertise: Must have strong technical background in finance, procurement, HR and another requirement.
  • Oral and written communication: Must speak clearly with client and office staff, and volunteer team, good writing skill, excellent ability to communicate program related requirements.
  • Quality management: looks for ways to improve and promote quality and demonstrates accuracy and thoroughness in finance and administration related work performance.
  • Judgment: Ability to make timely suggestions to take decisions by management, exhibiting sound and accurate judgment on designated trade; considers alternatives and support to make decisions and recommendations by balancing the needs of the business, program, the team with those of the organization.

ESSENTIAL QUALIFICATIONS

  • Master’s degree in Business Administration/Management /Finance/ Business Communication /Marketing/ Public Relations or a related field.  
  • At least 3 years field experience for a national/ international organization in relevant field
  • Knowledge of accounting packages specially in  quickbook  
  •  Fluency  in written and spoken English  Good writing and editorial skills.   
  •  Proven skills in developing and writing successful funding proposals
  • Strong organizational and time management skills. 

 

2. POSITION – DIGITAL PRESERVATION & PROCESSING MANAGER

JOB SUMMARY

The key responsibility of the Digital Preservation & Processing Manager is to manage the Digital Preservation sector along with processes of Digital Preservation and Backup & Recovery, and ensuring Noolaham’s and Aavanaham’s backup’ quality and that they are managed in accordance with the regulations. She/he works collaboratively with the Programme and Project Unit, the Digital library Team, Tech Infrastructure and Development  and Multimedia team. 

KEY RESPONSIBILITIES

  • Managing Digital preservation & Backup & Recovery  teams
  • Make sure that the backup process going smoothly and documents are digitize according to Noolaham Foundation Standard 
  • Develop and implement policies and procedures for the digital preservation
  • Submit  Annual, Monthly, and Weekly Plans
  • Perform quality control checks on all digital resources
  • Train new staff
  • Ensure both the quantity and quality of work is completed, monitor and consult with staff, handle the staff’s monthly performance, and  prepare reports.

COMPETENCIES AND SKILLS

Technical skills: Digital Preservation & Processing Manager need technical skills to manage digital information and digital resources. They need to understand how to use and troubleshoot computer systems, software and hardware. They also need to understand how to manage digital files and digital storage.

Communication skills: Digital Preservation & Processing Manager communicates with patrons and other staff members on a regular basis. They use verbal and written communication skills to explain technical information to patrons and to answer questions from other staff members. They also use communication skills to create and send emails, make phone calls and write reports.

Problem-solving skills:  Digital Preservation & Processing Managers often use their problem-solving skills to troubleshoot technical issues and resolve other challenges that arise in the workplace. They may also use their problem-solving skills to develop new processes or procedures to improve the efficiency of their team or the library as a whole.

Organization skills: As a Digital Preservation & Processing Manager , you may be responsible for maintaining digital files and records. This requires organizational skills to ensure the files are properly sorted and stored. Organization skills can also help you keep track of digital files and records, ensuring they are properly stored and backed up.

Research skills: As a Digital Preservation & Processing Manager , you may be responsible for researching topics for blog posts, social media posts or other digital content. Your research skills can help you find the information you need to create engaging content for your audience.

  • Strong understanding of metadata standards and schemas
  • Experience developing and managing workflows for digital curation

The key responsibility of the Digital Library & Archive Manager is to manage the Digital Library & Archive, managing the processes of digital library & archive along with physical repository management, rights management, research archive & user and reference service, and ensuring Noolaham’s and Aavanaham’s websites’ quality and that they are managed in accordance with the regulations. She/he works collaboratively with the Programme and Project Unit, the Digital Team, Digital Preservation Sector, the Tech Infrastructure and Development,  Multimedia and the Communication and Public Relations Sector Lead.

KEY RESPONSIBILITIES

  • Oversee the staff in the digital library, such as the physical repository & online resources officer, digital library metadata officers
  • Respond to user questions in a timely and professional manner, providing expert research assistance and instruction when needed
  • Manage all aspects of the digital library’s operations
  • Submit  Annual, Monthly, and Weekly Plans
  • Stay up-to-date on current and emerging technologies, trends, and issues related to digital libraries
  • Develop and implement policies and procedures for the digital library
  • Organize and manage digital collections
  • Train new staff and users on the use of digital library resources and technologies
  • Assume responsibility for proper management, and oversee and verify all work associated with it.
  • Ensure both the quantity and quality of work is completed, monitor and consult with staff, handle the staff’s monthly performance, and prepare reports.
